WASHINGTON, D.C. — A 32-year-old Maryland woman has been indicted in Washington on charges that she billed the District’s Medicaid program for help she never gave to the people assigned to her, federal prosecutors in the District announced Wednesday.

Camille Aba faces 38 counts in all. The list includes 18 first-degree felony fraud counts and 18 first-degree theft counts, along with one misdemeanor fraud count and one second-degree theft count.

Prosecutors say Aba spent 2022 and 2023 at Family Wellness Center in a community support worker role, assigned to Medicaid clients of that provider. They allege she turned in falsified claims, and that the District paid out more than $109,000 for work that never happened.

The District’s Department of Health Care Finance, the city’s Medicaid agency, began looking at her records after reports about a man accused of opening fire on a D.C. bus and wounding two people. According to the government, Aba first logged services for that man in the days before the shooting, then revised her notes to say they had never spoken. A wider review found other clients who also went without services, prosecutors said.

Investigators from the Medicaid Fraud Control Unit, part of the District’s inspector general’s office, are working the case with the U.S. Attorney’s Office for D.C., with Assistant U.S. Attorney Linda Monroe leading the prosecution. A status hearing is set for Dec. 16, and no trial date has been scheduled. An indictment is only an accusation, and Aba is presumed innocent unless proven guilty.
